What is a blue flag?

It is a cautionary sign that is constructed of a durable material with dimensions equal to or greater than 30 x 38 cm (12 x 15 in.) with the word "STOP" in white capital letters 10 cm (4 in.) in height printed on a blue background as per the Containers for Transport of Dangerous Good by Rail, a Transport Canada Standard Section 10.6.3 "Caution Signs" found at https://www.tc.gc.ca/eng/tdg/publications-tp14877-1164.html.

When must a blue flag be used?

Dangerous Goods Transloading

The blue flag is mandatory and is used to protect a loading rack when loading/unloading dangerous goods from any rail vehicle.

Non Dangerous Goods Transloading

A blue flag must also be used for the protection of personnel working around any rail equipment during the loading and unloading of any goods or at any time personnel are working on or around a railway vehicle.

How is the blue flag displayed?

It is displayed on a section of track or on a railway vehicle to warn approaching railway equipment operators that dangerous goods are being loaded or unloaded. Who is responsible for setting up and removing the blue flag?

Facility staff working on or around railway equipment are responsible for setting it up and only the same work group of the facility that erected the blue flag may remove it.

Will railway personnel remove the blue flag?

Only the person(s) of the same work group that erected the blue flag can remove it. Rail service provider personnel will not remove the blue flag.

What else has to be done if a blue flag is to be used?

Personnel must be trained in the use of a blue flag and a company instruction must be developed and implemented on the use of a blue flag.
