Prorate For Out Of Province Travel

Introduction To Prorate Services

Note: This information is a guide to parts of the Acts and Regulations, and not a substitute. Alberta Transportation, Prorate Service is not responsible for any omissions in the following documents. It is the responsibility of the carrier to consult the regulations for the exact requirements before moving shipments.

Prorate is the process of calculating registration fees and taxes for multiple jurisdictions. Prorated registrations are applicable to commercial carriers who are based in Alberta. To be considered for prorate registration, vehicles must travel inter-provincially and/or inter-nationally in Alberta and at least one other province or state.

Rather than obtaining and paying for plates and registration in each jurisdiction, Prorate offers the advantage of proportionate licensing in Alberta. The fees are calculated by the percentage of total distance travelled within each jurisdiction. For example:

  • You are planning to travel 40% in Alberta, 20% in Saskatchewan and 40% in Montana.
  • Basically, fees would be calculated based on 40% of the cost of Alberta registration, 20% of the cost of Saskatchewan registration and 40% of the cost of Montana registration.
  • In this example, your registration, processed and issued in Alberta, would license you to travel in all three jurisdictions.

Alberta Transportation, Prorate Services centrally processes all applications for prorated registrations. When processing is completed Prorate Services provides the carrier with a Fee Notice, which serves as a break down of the respective fees.

An Alberta Registry Agent will collect the amounts specified on the Fee Notice, plus service fees, and issues the necessary plate, validation tabs, prorate registration and cab card. The cab card indicates the provinces and/or states in which travel has been approved and fees have been paid.

Completed cancellation supplements must be processed as soon as possible because a delay could result in a reduction of the refund. Cab card(s) must be returned to your Registry Agent at the time of processing, or accounted for by a sworn declaration. This includes services such as Cancel, Transfer, Exchange, Weight Change, Address Change, etc. (any service where a replacement cab card is issued)

If the vehicle is travelling internationally, there will be fees due in both Canadian and U.S. funds. Cheques for Canadian funds are made payable to the Registry Agent, while the cheques for the U.S. portion are made payable to the Minister of Finance.

Note: Not all Registry Agents are able to process Prorate registrations. Please verify with your local Registry Agent. Check your local yellow pages under ‘Licensing’ for locations or the Registry Agent network through Alberta Government Services web site http://www.servicealberta.gov.ab.ca/index.cfm?fuseaction=section:drivers
