Consultant Services
Alberta Transportation hires engineering consultants using one of three methodologies:
- For specialized or unique projects, the Department will publish an open request for proposals on the Government of Alberta’s procurement website APC;
- For the majority of consulting assignments, the Department will request proposals from its list of pre-qualified consultants;
- In emergency or special circumstances, the Department may elect to sole-source a consultant assignment to one of the pre-qualified consultant companies.

The Departmental publishes the Project Administration Manual (PAM). This manual describes the administrative processes for department staff in most aspects of construction, information management, and business management projects. How to Pre-Qualify and Pre-Qualified Consultants
Engineering consultants who wish to provide prime consultant services on major highway, bridge, planning and water management projects must be pre-qualified by the Department. Consultants must submit details of their firm’s staff, capabilities, expertise and experience in the categories of work they wish to be pre-qualified. A committee of senior Department personnel will evaluate all submissions to determine if the consultant meets the requirements for pre-qualification in each category.
Consultants who are already pre-qualified in a specific category are required to renew their pre-qualification every two years.

Project Ranking Lists and Award Information
The Department utilizes an industry driven process to short-list consultants in the call for proposals for engineering services. Several times a year, the department will prepare a list of potential projects where the need for engineering services has been identified by Department staff. This process is called the Project Ranking List. There are six files available for download, 2011 Project Ranking Lists (xls) 181 K) 2010 Project Ranking Lists (xls 67 K) 2009 Project Ranking Lists (xls 76 K)2008 Project Ranking Lists (xls 106 K) 2007 Project Ranking Lists (xls 85 K) and the 2001-2006 Project Ranking Lists (xls 3 MB).
Several times a year, a ranking list will be sent to all pre-qualified consultants. Each pre-qualified consultant will rank the projects in order of their preference and will return the list to the department.
When the department determines it is time to request proposals for engineering services on a specific project, the department will select three pre-qualified consultants from the ranking list. Whenever possible, the department will utilize industry’s identified priorities in the selection of the short-listed consultants to be invited to submit proposals.
