Objective

To encourage water conservation and consumption-based water rate schedules under the Alberta Municipal Water/Wastewater Partnership (AMWWP).

Time frame

This is an ongoing initiative implemented on April 1, 1991.

Project eligibility criteria

This initiative affects all municipalities eligible for funding under the AMWWP and applies to both water and wastewater projects.

Municipalities may be subject to this initiative under the following conditions:

  1. If no water metering is in place and the average annual consumption exceeds the norm for the area.
  2. If water meters are in place but a rate schedule based on consumption has not been implemented.
  3. If water consumption rates are high and no water conservation program is in place.

Funding availability

Municipalities under this initiative may be subject to a 10% reduction in grants as calculated under the AMWWP.  For example, if a municipality normally is eligible for a grant of 55.50 per cent of the project costs, the grant could be reduced to 45.50 per cent if they have not met the above-noted criteria.  Alternately, project funding could be delayed until appropriate water conservation initiatives are implemented.

Procedures

Municipalities are encouraged to implement meter and consumption-based rate schedules under this initiative. Department staff will work closely with municipal officials in reviewing the impact that this initiative may have on the AMWWP cost-sharing formula.
